The Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund) is to provide funding support for Hong Kong enterprises in exploring and developing the Mainland, Free Trade Agreements (“FTAs”) and Investment Promotion and Protection Agreements (“IPPAs“) markets through developing brands, upgrading and restructuring their operations and promoting domestic sales. To strengthen the support to enterprises in enhancing their competitiveness and developing diversified markets, the cumulative funding ceiling per enterprise under the BUD Fund has been increased to HK$7,000,000, the geographical coverage has extended to 38 economies and 75% of total approved government funding as initial payment.
To expedite the processing of applications, so as to enable more SMEs to make use of the funding to develop their business, the Government launched "Easy BUD" under the BUD Fund on16 June 2023. Under "Easy BUD" , the application form and the requirements for supporting documents have been simplified. The vetting arrangements have also been streamlined with the processing time of "Easy BUD" applications halved to within 30 working days. The maximum funding amount for each approved project under "Easy BUD" is HK$100,000.
The implementer conducted a seminar to introduce the “General application” and “Easy BUD”, including the application guideline, application procedure and assessment criteria. Hong Kong Productivity Council (HKPC) was appointed as the implementation partner of the Technology Voucher Programme (TVP) in June 2021. Since then, more than 26,000 funding agreements have been signed with local enterprises and organisations. To promote continuous innovation and enhance efficiency of the funding scheme, TVP will introduce digital signing through “iAM Smart+” for the TVP funding agreements. This new feature enables applicants to digitally sign agreements using “iAM Smart+” in compliance with the Electronic Transactions Ordinance. This streamlines the agreement signing procedures and improves accessibility, allowing applicants to sign documents instantly through mobile devices, making it quick and convenient.
In light of this advancement, HKPC is organising the “TVP Tactic Day” on 12 March 2024 and featuring the highly anticipated launching ceremony for the new digital signing feature of the TVP agreement signing. The TVP aims to subsidise local entities on the use of technological services and solutions to improve productivity, or upgrade or transform their business processes, in order to enhance their long-term competitiveness. Within 2 months after completion of the TVP project, the applicant should submit the following electronically through the TVP dedicated website to the Secretariat for the disbursement of the final payment.

Launched in November 2016, TVP aims to support local enterprises/organisations in using technological services and solutions to improve productivity, or upgrade or transform their business processes. The Secretariat will conduct a webinar to introduce the latest enhancement measures of the TVP, including the introduction of the TVP ePROQ platform, and application procedures.
On the other hand, to further optimise customer service excellence of applicants for wider selection of service providers at more competitive prices, and to enable more service providers to have access to Technology Voucher Programme (TVP) projects for which they could potentially offer their services, TVP ePROQ platform has been officially launched on 12 October 2022. The TVP ePROQ will serve as a transparent and fair marketplace by providing applicants with market information on service providers which could support TVP project activities. The platform will also show TVP projects for service providers to explore opportunities to serve the TVP applicants. By making available such information, it is hoped to provide a wider selection of service providers to funding applicants for the latter to obtain service support at more competitive prices, thereby optimising the use of approved funding.

The BUD Fund seminar
The Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund) is to provide funding support for Hong Kong enterprises in exploring and developing the Mainland, Free Trade Agreements (“FTAs”) and Investment Promotion and Protection Agreements (“IPPAs“) markets through developing brands, upgrading and restructuring their operations and promoting domestic sales. To strengthen the support to enterprises in enhancing their competitiveness and developing diversified markets, the cumulative funding ceiling per enterprise under the BUD Fund has been increased to HK$7,000,000, the geographical coverage has extended to 37 economies and 75% of total approved government funding as initial payment.
To expedite the processing of applications, so as to enable more SMEs to make use of the funding to develop their business, the Government launched "Easy BUD" under the BUD Fund on16 June 2023. Under "Easy BUD" , the application form and the requirements for supporting documents have been simplified. The vetting arrangements have also been streamlined with the processing time of "Easy BUD" applications halved to within 30 working days. The maximum funding amount for each approved project under "Easy BUD" is HK$100,000.
The implementer conducted a seminar to introduce the “General application” and “Easy BUD”, including the application guideline, application procedure and assessment criteria. Launched in November 2016, TVP aims to support local enterprises/organisations in using technological services and solutions to improve productivity, or upgrade or transform their business processes. The Secretariat will conduct a webinar to introduce the latest enhancement measures of the TVP, including the introduction of the TVP ePROQ platform, and application procedures.
On the other hand, to further optimise customer service excellence of applicants for wider selection of service providers at more competitive prices, and to enable more service providers to have access to Technology Voucher Programme (TVP) projects for which they could potentially offer their services, TVP ePROQ platform has been officially launched on 12 October 2022. The TVP ePROQ will serve as a transparent and fair marketplace by providing applicants with market information on service providers which could support TVP project activities. The platform will also show TVP projects for service providers to explore opportunities to serve the TVP applicants. As in all industries, intense competition will be fostered along the growth of the companies and gaining an understanding of patent portfolio development and management are conducive to advancing the technological and commercialisation progress. To encourage local companies and inventors to capitalise on their intellectual work through patent registration, the HKSAR Government has launched the Patent Application Grant (PAG) funding scheme, providing each eligible company or inventor with a subsidy of up to HK$250,000 in applying for patents. Meanwhile, the Government has introduced the original grant patent (OGP) system and new initiatives since 2019 to provide more flexible ways for industries to protect their inventions and to advance the development of Hong Kong as a regional innovation hub.
The Chinese Manufacturers’ Association of Hong Kong (CMA) and the Hong Kong Brand Development Council (BDC) hereby will co-organised a hybrid seminar, inviting representatives of the implementation agent of PAG funding scheme, the Hong Kong Productivity Council, to explain the application procedures of this fund and share the benefits of having strong patent protection and the current patenting system. The Seminar on the Chinese Medicine Development Fund (CMDF) was held on the 26th of February 2023 at the HKPC Building. We extend our gratitude to the participants from the Chinese Medicine industry for their enthusiastic attendance and online participation, as well as for their valuable feedback.

The Recycling Fund Secretariat held a briefing session on 19 July 2022 at HKPC, which introduced the background and application details of the Recycling Fund. The Secretariat also invited successful applicant Occupational Safety and Health Council to share their project details about the "Enhanced OSH Scheme for Recycling Industry". The briefing was conducted in Cantonese and around 26 participants joined the briefing.
The technical visit on Recycling Fund was organised on 21 June 2022 at T·PARK, it aims to introduce local recycling technologies to the stakeholders in the recycling industry. There were 24 participants which joined the technical visit.

The Government has rolled out enhancements to the Pilot Scheme. Starting from 1 February 2024 onwards, the scope of funding has been extended to cover Environmental, Social, and Governance technology solutions and related implementation services, along with project-based training associated with technology implementation, with a view to promoting the development of smart, green and sustainable logistics in the logistics industry.
The cumulative funding ceiling for each applicant enterprise has been increased from $1 million to $2 million. The Pilot Scheme is open for applications all year round. Please feel free to contact us for more details!
“HKPC Funding Schemes” Announces Findings on “SME Development and Support” Nearly 70% of SMEs in Hong Kong Urges the Government to Bolster Funding Schemes Related to Marketing and Promotion
(Hong Kong, 17 January 2024) “HKPC Funding Schemes” recently announced the findings on “SME Development and Support” (“The Findings on SME”) and held the BEE2 Inauguration Ceremony on the same day. The event invited Dr Bernard CHAN Pak-li, JP, Under Secretary for Commerce and Economic Development, HKSAR Government, to deliver the opening remarks. Dr CHAN, Hon Sunny TAN, Chairman of HKPC, and Ms Vivian LIN, Chief Operating Officer of HKPC, officiated the Ceremony.
During his welcoming speech, Hon Sunny TAN, Chairman of HKPC, stated, “As Hong Kong's leading implementation agent of funding schemes, HKPC provides secretariat services for 10 funding schemes and is committed to understanding the needs of SMEs. In view of this, BEE Square (BEE2) will be set up today to provide a platform for applicants of the Government funding schemes to interact and exchange views regularly to enable SMEs and startups to obtain timely and appropriate information on Government funding schemes.”
“The Findings on SME” indicated that over 70% of Small and Medium Enterprises (SMEs) in Hong Kong desire the Government to introduce funding schemes related to marketing and promotion, which reflects SMEs' demand for expanding into Mainland and overseas markets.
Overview of SMEs Development: 58% of Respondents Have Yet to Reach Pre-pandemic Business Performance
In the second half of 2023, HKPC Funding Schemes commissioned the Centre for Communication and Public Opinion Survey (CCPOS) of the Chinese University of Hong Kong (CUHK) to conduct a survey to learn about the challenges and development direction for SMEs in the post-pandemic era, their views on Government funding schemes, as well as the application processes and the information platforms. The survey received online responses from over 500 representatives of SMEs, and six focus group interviews were conducted, which included 30 SME representatives from different sectors.
According to the survey, in terms of business challenges, 58% of enterprises stated that their “business performance has not returned to pre-pandemic levels”. Furthermore, “lack of cash flow” and “increased operating costs” accounted for 57% each. As for future business goals, 60% of enterprises identified “profit maximisation” as their top priority, while 51% and 44% of enterprises respectively indicated “growth/expansion (outside Hong Kong)” and “increase operational efficiency and productivity” as their development objectives.
“Marketing and Promotion”, “Talent Acquisition”, and “Support for Business Expenses” Ranked the Top Three in Terms of The Most Desirable Funding Schemes
Faced with business challenges, over half of the SME respondents stated that they had previously applied for Government funding schemes to support their business development, while 72% of the SME respondents expressed their intention to apply for funding within the next 24 months. The survey also indicated that SMEs have a strong desire for the Government to introduce funding schemes related to “marketing and promotion” (72%), “talent recruitment” (49%) and “support for business operating expenses” (49%). The survey also assumes the Government introduces funding schemes to support the expansion of Hong Kong businesses for SMEs, and 80% of the respondents expressed strong interest in applying.
Professor Clement SO, Research Professor at the School of Journalism and Communication, CUHK, said, "The survey results reflect that the majority of Hong Kong's SMEs face various financial challenges after the COVID-19 pandemic and expect Government support in areas such as talent supply, daily operations, and information technology. Government funding schemes are crucial measures for SMEs to develop their businesses and implement digital transformation. Over 70% of SMEs indicate that they will apply for Government funding in the next 24 months, which precisely reflects this point. Furthermore, over 80% of the respondents also expressed interest or strong interest in applying for funding schemes aimed at expanding their business in Hong Kong, highlighting the importance of the local market. On the other hand, the Government funding schemes information platform plays a significant role as a vital channel for SMEs to access the application process and stay updated with the latest news regarding funding schemes. Through this survey, it is found that SMEs consider an ideal information platform to provide a single sign-on (SSO) account for handling different applications, successful case sharing across various industries, and a community for applicants to exchange experiences. Under the influence of the current economic environment and various uncertain factors, assisting SMEs in effectively utilising Government funding schemes to achieve different business objectives is an important task.
In terms of the Government's role, SMEs hope that the Government can take the lead in coordinating and assisting SMEs in expanding their presence in Mainland and overseas markets. This includes organising exchange programmes, study tours, and exhibitions to help SMEs gain an in-depth understanding of target markets, especially local regulations and market information, opening up opportunities. Other suggestions are as follows:
Lack of Awareness on Funding Information Platforms HKPC Implements Three Strategies to Empower SMEs with Updated Government Support
The survey also found that SMEs have insufficient awareness of funding scheme information platforms. The top three platforms recognised by the majority of respondents were “HKPC – Biz Expands Easy (BEE)” (29%), “Support and Consultation Centre for SMEs (SUCCESS)” (21%), and “HKPC - SME ReachOut” (20%). To enhance the awareness and utilisation of related platforms among SMEs, Ms Vivian LIN, Chief Operating Officer of HKPC, announced three major actions on the same day to assist these enterprises in achieving excellence and value-added growth, as well as making proper use of Government funding schemes:

Funding Schemes is one of the eight major development focuses of the Hong Kong Productivity Council (HKPC). The HKSAR Government has launched multiple funding schemes to promote and support the development of various industries and enterprises in Hong Kong. HKPC provides secretariat services for Government funding schemes, serving Small and Medium Enterprises (SMEs) in Hong Kong and encouraging different industries to utilise Government funding schemes for upgrading and transformation. “HKPC Funding Schemes” has launched several digital measures to enhance the user experience of applicants, including the “Biz Expands Easy (BEE)”, a one-stop online platform to provide Government funding information; the “BEE ePass” service to optimise the funding application process; the “TVP ePROQ” procurement platform to provide an open and transparent procurement platform for local enterprises and organisations; and the “Easy BUD” to provide a convenient application channel and expedite the approval process, enabling more enterprises to utilise funding on business development.

The "BEE@HKPC" mobile application, supported by Hong Kong Productivity Council (HKPC), has been honored with the Galaxy Awards 2023. In October of this year, it received the Bronze Award in the Mobile Media category from MerComm, Inc. based in the U.S. The Galaxy Awards aims to recognize organizations worldwide for their outstanding performance in corporate communications, and the judging panel consists of international professionals. The award signifies the international recognition of the platform quality of "BEE@HKPC"
The "BEE@HKPC" mobile application was launched in March of this year, in conjunction with "Biz Expands Easy" and "BEE ePass" to provide a one-stop solution for small and medium-sized enterprises to understand government funding programmes, submit applications, and track their application status. The newly added appointment consultation feature encourages applicants to seek free one-on-one consultations online, over the phone, or in-person. Additionally, applicants can use the platform to check the status of their funding program applications and access related information, enabling them to manage multiple applications anytime, anywhere.
As of September this year, the mobile application has attracted over 12,000 downloads, while the online platform has reached 430,000 page views.
Since its first launch, the "BEE@HKPC" mobile app has gained industry recognition and received several market awards, including the Honours Award at the Astrid Awards 2023 and the Winner of Regional Digital Initiative of the Year - Hong Kong at the Gov Media Awards 2023.

Effective from October 31 2023, the geographical scope under the BUD Fund FTA and IPPA Programme has been extended to Türkiye.
The funding information of Environmental and Conservation Fund (ECF), Green Tech Fund (GTF), and New Energy Transport Fund (NET Fund), administrated by the Environment and Ecology Bureau, has been uploaded to the "BIZ Expands Easy" online portal and the "BEE@HKPC" mobile app.

Hong Kong Productivity Council (HKPC) acts as an implementer to provide professional secretariat services for various government’s funding schemes. The service targets a wide range of entities, including small and medium-sized enterprises, institutions, startups, non-profit organizations, and individuals, to support them in upgrading and transforming through government funding. The online submission for On-Site Improvement Assessments, Demonstration Projects, Organisation Support Initiatives and Environmental Technology Service Providers is now available. Applicants can visit the website of the Cleaner Production Partnership Programme (https://www.cleanerproduction.hk/en/application) to view the relevant application guidelines, download and complete the Word/Excel application form, and prepare other relevant documents before submission. In addition, the Cleaner Production Partnership Programme is now available on the BEE@HKPC Mobile App. Applicants can use the "BEE ePass" service to access and manage HKPC related funding application systems with a single user ID and password. The platform can also pre-fill the registration form, saving time in filling out duplicate information and streamlining the entire application process.
The Transport Department (TD) today (June 21) announced that the ninth batch of three projects has been approved by the Management Committee on Smart Traffic Fund, involving a total grant of around $12.7 million.

Since its launch, "BEE" has recorded over 300,000 cumulative pageviews and has been providing the latest news and information on funding schemes. Currently, it has provided information for up to 20 government funding schemes, covering a wide range of industries and business sectors. "BEE" platform also won the "Websites: Microsite" Honors Award at the 2023 Astrid Awards hosted by MerComm, Inc., the innovative design of the platform was highly recognised.
HKPC recently launched the "BEE@HKPC" mobile application which allows users to browse and explore government funding schemes on mobile devices, user can also make appointments with HKPC for consultation services to get deeper understanding of the program details. Grabs latest update on Funding Scheme.
With a view to maintaining competitiveness of Hong Kong's logistics sector, the Government of the Hong Kong Special Administrative Region (the Government) launched the “Pilot Subsidy Scheme for Third-party Logistics Service Providers” (the Pilot Scheme) on 12 October 2020 to encourage the adoption of technology by the logistics sector for enhancing efficiency and productivity.
To further encourage the logistics enterprises to adopt technology, the Government has implemented an enhancement measure by raising the Government’s subsidy ratio from 1:1 to 2:1 with effect from January 1, 2023 . The cumulative subsidy ceiling per applicant enterprise will remain at HK$1 million. The Government will cover a maximum of two-thirds of the total approved project cost and the applicant enterprise has to contribute no less than one-third of the total approved project cost in its own cash (except the audit fee of project). The Management Committee (MC) of the Pilot Subsidy Scheme for Third-party Logistics Service Providers (Pilot Scheme) approved at its seventh meeting on December 14, 2022 a total of 13 new projects (including projects on application of technology as well as purchase of X-ray machines and Explosive Trace Detection equipment for setting up Regulated Air Cargo Screening Facilities by logistics service providers), with the approved funding amounting to around HK$5 million. As at 14 December, 2022, the MC approved a total of 173 projects, with the total amount of approved funding around HK$103 million.
The HK$300 million Pilot Scheme was launched on October 12, 2020 to encourage the logistics trade to enhance productivity through application of technology. With the subsidy provided on a 1:1 matching basis, each enterprise could obtain subsidy for a maximum of four approved projects, subject to the cumulative subsidy ceiling at HK$1 million. Each subsidised project should be completed within 24 months.
The MC comprising members from the logistics trade, industrial and professional sectors has been set up by the Transport and Logistics Bureau to consider and approve applications received under the Pilot Scheme. Various factors (including the eligibility of applicant enterprises under the Pilot Scheme, the relevance of proposed projects to the applicant enterprises’ businesses, as well as the budget and implementation details of projects) have been taken into account by the MC in vetting the applications. The MC will continue to monitor the implementation progress of the Pilot Scheme.

(Hong Kong, 12 October 2022) the Innovation and Technology Commission and the Hong Kong Productivity Council (HKPC) organise “TVP Tactic Day” to launch the new “TVP ePROQ” platform today. The platform aims to provide an open and transparent procurement platform to serve as a “one-stop shop” for applicants to conduct and manage their procurement exercise and for submitting relevant documents. Leveraging the occasion, there was also sharing on the latest trends in digital transformation and tactics for TVP application with SMEs.
TVP is one of the Innovation and Technology Fund programmes administered by the ITC of the HKSAR Government, aiming to subsidise local enterprises and organisations in adopting technological services and solutions to upgrade and transform their business processes. In order to optimise the funding application process and to resolve the pain points of SMEs in obtaining quotations from service providers, HKPC launches the “TVP ePROQ” platform to let applicants conduct the request for quotation (RFQ) exercise in a faster and more efficient way, enabling them to manage the procurement procedures and submit relevant documents on a single platform. It will save applicants’ time on searching for suitable service providers and speed up the entire TVP application process.
Through the platform, service providers can also submit relevant proposals and quotations for projects they are interested in. This can help service providers discover more business opportunities and increase their opportunities in participating in TVP projects. As of today, more than 200 service providers have already registered on the platform, all set to experience the brand-new procurement process with the applicants.
Ms Rebecca PUN, Commissioner for Innovation and Technology, said, “For the first nine months in 2022, we have received over 8,000 TVP applications, reflecting the growing demand of local enterprises and organisations for the application of technology to promote business development. After experiencing the COVID-19 epidemic in the past few years, enterprises have come to realise the importance of the application of digital technology to their daily operation and future development. We hope that the industry can make good use of the TVP to improve productivity, or upgrade or transform their business processes to enhance long-term competitiveness.”
Hon Sunny TAN, Chairman of HKPC, said, “HKPC has been appointed by ITC to serve as the secretariat of TVP since June 2021, providing professional secretarial and administrative services with our expertise. We are committed to continuously improving the efficiency of our application handling, supporting local enterprises and organisations to enhance productivity with government funding. TVP has been widely welcomed by the local industries as a support on their digital transformation journey. To further enhance applicants’ experience in the application process, the new ‘TVP ePROQ’ platform is launched as an alternative to allow a wider selection of service providers and to streamline the procurement-related processes and submissions. It will also enable more service providers to have easy access to TVP projects for which they could potentially offer their services. HKPC will continue to support the local enterprises and organisations, especially SMEs, to better utilise the government funding for engaging technological services and solutions to upgrade and transform their business processes, in order to boost their long-term competitiveness.”
The event invited successful applicants and industry representatives as guest speakers at the panel discussion, to share their success stories and experiences on TVP, and to explore new trends in digital transformation accelerated by the COVID-19 pandemic. A sharing on TVP application tactics was also held at the event to provide applicants and enterprises interested in applying the TVP with practical tips, facilitating their application process.
To assist applicants and service providers in better understanding and utilising the platform, HKPC has published the user manual on the platform website, listing out the key functions and operation procedures of the system. Relevant guidance and samples are also available for applicants to facilitate their preparation of specifications under the new platform. The launching ceremony was held to showcase how the one-stop platform can help systematise and optimise the funding application process for government funding application, unlocking boundless opportunities for the industries.
BEE is a one-stop integrated platform consolidating information of various government funding schemes covering digitalisation & cyber security, smart & green living, SME & startup support, enabling different industry sectors to explore funding resources and support for business development. In order to help users successfully apply for suitable funding schemes, the funding portal provides a self-checking eligibility kiosk, allowing users to check their application eligibility for funding schemes at their fingertips by understanding their own business conditions and development needs, and the funding objectives, scope and application requirements, etc. Through the BEE ePass service, enterprises or organisations can log in, view and manage those government funding schemes which HKPC serves as the secretariat, and process different applications simultaneously with a single user account and password. This function also enables users to auto pre-fill registered company information, saving the time of repeatedly filling in the application from scratch.
